According to the Public Relations Office of Pol Sakhteman Taksazan Company, the mayor and members of the Andisheh City Council visited the “Sara-ye Banoo” cultural and sports complex on August 12, 2025 (1404/05/22). During the visit, officials reviewed the facilities and capacities of this comprehensive women’s project.
The visit aimed to evaluate construction progress and assess the infrastructure required for full operation, with a special focus on execution quality, safety, and compliance with technical standards. Developed by Pol Sakhteman Taksazan Company, the project includes sports halls, a dedicated library, training rooms, a kindergarten, a cinema, and various recreational spaces.
The mayor and council members stressed the importance of providing a safe, efficient, and women-oriented environment. They noted that the final stages of completion and equipment installation are closely monitored and confirmed that, based on the current schedule, “Sara-ye Banoo” will be inaugurated by the end of the year, playing a key role in enhancing women’s cultural, sports, and social activities.

“Sara-ye Banoo” Women’s Complex in Andisheh Nears Completion
Behrooz Kaviani, Mayor of Andisheh, announced during a site visit to the “Sara-ye Banoo” women’s cultural and sports complex that the project — regarded as one of the city’s and even the county’s flagship developments — is in its final construction stages and is scheduled to open by the end of the year.
Kaviani thanked the contractor, project managers, consultants, supervisors, city council members, and the municipality’s civil engineering department for their efforts and support. He described Sara-ye Banoo as a comprehensive and unique facility designed exclusively for women, aimed at meeting a significant portion of their cultural, sports, educational, and recreational needs.
Located adjacent to the Women’s Park, the complex features a dedicated library, multiple training halls, a women-only sports hall, a kindergarten, a restaurant, and other recreational spaces. According to the mayor, all facilities have been built with precise design and high-quality materials to ensure durable, standard-compliant services for citizens.
A highlight of the project is a 250-seat cinema exclusively for women, which will be fully equipped with professional cinema technology. Kaviani noted that the required permits for this section are in progress and expressed hope that Andisheh’s women will soon be able to benefit from this cultural venue.
Emphasizing the project’s careful planning, Kaviani said that Sara-ye Banoo is the result of detailed studies and expert designs, followed by the selection of a qualified contractor and organized construction work. Support from the city council and their swift approval of necessary measures have accelerated the project’s progress, raising hopes that the facility may even be completed ahead of schedule.
Kaviani called the complex “a complete example of a multi-purpose space,” combining cultural, sports, educational, and recreational services under one roof. He added that the project was designed to anticipate all the needs of women, with the goal of making Sara-ye Banoo a dynamic and active hub for enhancing the city’s cultural and social life.
The mayor expressed hope that, once inaugurated, the facility will become a place for growth, interaction, and joy for the women of Andisheh.

Comprehensive Project to Enhance Women’s Activities in Andisheh
Engineer Seyed Morteza Pourrezavi, project director and CEO of Pol Sakhteman Taksazan Company, emphasized the importance of implementing the project with the goal of providing integrated services for women. He stated that, in addition to sports facilities, the complex will include cultural, educational, and social spaces. According to Pourrezavi, project planning and management have been carried out to ensure that all infrastructure required for full operation will be ready by the end of the year, enabling a comprehensive response to the diverse needs of women in Andisheh.
Pourrezavi highlighted that the main focus is on creating a safe, comfortable, and efficient environment for women’s cultural and social activities. The design was based on extensive urban and social studies to make the complex a venue for training courses, art workshops, and group sessions. Its public areas and multipurpose halls will also allow for cultural events and local festivals. The inclusion of green spaces and well-designed landscaping aims to offer women a place not only for learning and cultural engagement but also for rest and recreation.
One of the project’s key features is its sports and recreational facilities, designed to promote a healthy lifestyle. These include a multipurpose sports hall, yoga and Pilates rooms, cycling and walking tracks, table tennis, skating areas, and more. Modern equipment and professional trainers will enable regular physical activity, with spaces designed to accommodate women of all age groups.
Additionally, the educational and technology spaces, equipped with classrooms, science workshops, and study rooms, will provide a setting for learning technical, artistic, and scientific skills — supporting women’s entrepreneurship and small business development.
Pourrezavi stressed that through professional management, precise scheduling, and close coordination among technical and executive teams, construction and equipping of the complex are progressing efficiently. He expressed confidence that “Sara-ye Banoo” can become a national model for social and cultural centers.

Andisheh City Council Supports Opening of Landmark Women’s Complex
Morteza Bahrami, Chairman of the Andisheh City Council, highlighted the importance of dedicated spaces for women during the inauguration ceremony of the city’s new landmark women’s complex. He praised the efforts of the mayor and the project’s executive team, noting that the initiative demonstrates how urban life can be rebuilt and developed after challenges, offering motivation and hope for the women of the community.
Bahrami stated that the complex was built with high-quality materials and a specialized design, aimed at providing a safe and efficient environment for women’s cultural, educational, and social activities. He added that the facility will create diverse opportunities for training, sports, art, and social interaction, contributing to the promotion of a healthy lifestyle in Andisheh.
Expressing gratitude to the project contractor, Bahrami emphasized that collaboration between municipal bodies and the project team played a crucial role in completing the center. He noted that the council has a responsibility to facilitate the creation of such spaces so that women can fully benefit from the city’s cultural and social capacities and experience a new quality of public urban spaces.

City Officials’ Support Key to Sara-ye Banoo’s Progress
Ehsan Izadi, Deputy for Technical and Civil Affairs of Andisheh Municipality and project manager for Sara-ye Banoo, expressed gratitude to the mayor, city council, and attendees, stressing that support from city officials has been the driving force behind the project’s progress. He expressed hope that the facility will be completed on schedule and delivered to citizens with high quality to meet the needs of women in the city.
Sara-ye Banoo: Meeting the Needs of Andisheh’s Women, Who Make Up 52% of the Population
Elham Dehghan Mehrjerdi, a member of the Andisheh City Council, highlighted that women account for 52% of the city’s population and emphasized the need to create appropriate spaces for them in physical, social, and cultural dimensions to ensure spatial justice. She explained that new cities often face the challenge of hosting many residents who are migrants without immediate family nearby, which especially impacts women’s use of public spaces due to childcare constraints. As a result, women often have limited time for personal care or participation in activities.
Dehghan Mehrjerdi noted that Andisheh, as a new and primarily residential city, sees many men commute daily to Tehran or Karaj for work, leaving women at home for much of the day. For this reason, the Sara-ye Banoo women’s cultural-sports complex was designed from the outset to meet a wide range of women’s needs. The facility includes a restaurant, cinema, educational spaces, and areas addressing personal needs — enabling women to meet most of their requirements in a single location.
She also stressed the importance of accessibility for all age groups, noting that ramps and pathways have been built to standard specifications, allowing safe and easy access for everyone from small children to seniors over 64. This design feature, she said, helps ensure the active presence of all groups, particularly elderly citizens, in the complex.
Dehghan Mehrjerdi thanked the mayor and city council members for their investment of time and resources in the project, calling it a sign of recognition for women’s role and status in the city and a potential model for developing urban spaces in other regions.
Safe, Dedicated Space for Women in Andisheh
Elham Afrashteh, another member of the Andisheh City Council, expressed satisfaction with the progress of Sara-ye Banoo’s construction, noting that the project has been inspected multiple times and has consistently met high quality standards. She extended special thanks to the project’s experienced and committed contractor and emphasized that Sara-ye Banoo offers a secure, private environment where women can fully access recreational, sports, and educational facilities.
Afrashteh praised the municipal administration, mayor, city council, civil engineering department, and contractor for their support, calling the project unparalleled in both quality and scale — not only within Tehran Province but across the country. She expressed hope that the women of Andisheh will soon be able to take full advantage of this landmark facility.

City Council Commends Sara-ye Banoo Project Team
Behzad Kaviani, a member of the Andisheh City Council, expressed appreciation to the mayor, municipal deputies, council members, municipal staff, the project contractor, and local journalists. He praised the efforts of all those involved in the Sara-ye Banoo project, wished them health and success, and expressed hope that all those contributing to such urban development initiatives will be blessed with good fortune in the end.

Sara-ye Banoo in Andisheh: Standard Design, High Quality, and Near Completion
Hassan Maqsoudi, head of the “Sara-ye Banoo” workshop in Andisheh, outlined the technical details and scale of the women’s cultural-sports complex. He stated that the project has been built on a plot of approximately 15,700 square meters, with a building footprint of 5,400 square meters and the remaining area dedicated to landscaping. The total floor area of the complex is about 8,100 square meters, featuring a wide range of educational, sports, recreational, and service facilities.
Maqsoudi highlighted key sections of the project, including a 260-square-meter kindergarten, a 322-square-meter library with a 90-square-meter book storage area, and a fully equipped restaurant with both traditional and fast-food kitchens. Additional spaces have been designed for a café and training rooms for a variety of programs, such as cosmetology, tailoring, cooking, fashion design, music, and computer skills, addressing many of the city’s women’s needs.
He added that approximately 2,100 square meters of the complex are dedicated to circulation spaces such as walkways and staircases, and that the landscaping was inspired by traditional Persian garden design. This area includes green spaces, a sand-surfaced walking path, and outdoor fitness equipment, creating an attractive and diverse environment for visitors.
Maqsoudi emphasized that energy efficiency requirements were strictly followed during construction. The external walls were built with materials that minimize thermal exchange, while the windows use double-glazed thermal-break glass to reduce heat gain in summer and prevent heat loss in winter. These measures will enhance the facility’s energy performance and lower maintenance costs.
He further explained that, in addition to municipal water, separate storage tanks with a total capacity of about 88,000 liters have been installed to meet various needs, including irrigation of green spaces, fire protection systems, and domestic water supply through the plant room. For instance, the irrigation tank has a capacity of 22,000 liters and uses a drip system to ensure optimal water consumption.
Maqsoudi attributed the project’s rapid and high-quality progress to the management approach of the contractor company, noting that the policy has been to use premium materials and deliver durable construction. He stressed that, as this is a public project, it must remain in good condition for many years, and this approach not only extends the facility’s lifespan but also minimizes future maintenance costs.

With its comprehensive design and modern equipment, the Sara-ye Banoo complex is set to meet the cultural, educational, and sports needs of women in Andisheh. Continuous support from city management and inter-agency coordination have turned the project into a successful model for social and recreational spaces.
